Tell Congress: Hold ICE Accountable

A US citizen, mother of a young child, shot and killed in an apparent homicide by an ICE agent. An undocumented immigrant from Mexico shot and killed by ICE in Illinois. An American citizen shot by ICE in Los Angeles. These are turning into regular headlines in cities around the nation.

Between September 2025 and January 2026, at least nine people have been shot by ICE in five states and Washington D.C., with two people dying. Department of Homeland Security Secretary Kristi Noem has minimized these events and apparently done little if anything to ensure impartial investigations.

These shootings and killings are part of a much broader pattern of abuse by ICE, which now has the funding to be by far the country's largest law enforcement agency, with a budget bigger than most country’s military budgets – and with less oversight than any other law enforcement agency.

Regardless of your stance on immigration, no agency should have essentially unlimited funds and zero accountability. ICE works for us, the American people, and we deserve to know they’re following the law and respecting our rights.

Tell your Congressperson they need to investigate ICE abuse and the role of DHS leadership, and demand accountability.

To My Member of Congress

I’m a constituent urging you to launch a full, public investigation into ICE and its use of deadly force, including the role played by Department of Homeland Security leadership.

Since September 2025, at least two people have died from gunshot wounds inflicted by ICE – Renee Good in Minneapolis and Silverio Villegas-Gonzalez in Los Angeles. At least seven others have been shot and wounded.

We need to know, among other questions:

1. What guidance and training are ICE agents being given about the use of deadly force?
2. As ICE recruits many more agents, how is DHS ensuring that new recruits receive adequate training to prevent excessive use of force?
3. What steps are ICE, DHS, and the Department of Justice taking to ensure impartial and effective investigations of these incidents, and accountability for those responsible? 
4. Why is Homeland Security Secretary Kristi Noem publicly drawing conclusions about these incidents ahead of investigations?

Congress should also be reviewing DHS use of funds that it has appropriated, to ensure that they are not used in ways that put people at risk. And it should review existing laws and regulations governing ICE, to ensure we don’t have a growing unchecked, abusive force in our communities.

ICE and the Department of Homeland Security are supposed to work for the American people, not endanger us. It’s time Congress stands up and performs its role in overseeing the executive branch.
